The 1997 Civic Art & Design master plan was created during the existence of CACHH, entitled: The Houston Framework: Community Vision and Initiatives for Civic Art and Design in the Houston/Harris County Region.

CIVIC ART ORDINANCE
The 2006 Civic Art Ordinance defines the Civic Art Program and names HAA. The Ordinance details the funding for the program, the application of funds, administration of the program, and maintenance of the City Art Collection. Also described in the Ordinance are the requirements for the temporary placement of works of art on City propoerty.
